0.5ml, 1ml, 2ml, 3ml: Which Empty Pod Capacity Should You Order?
Capacity is the spec new brands think about least and pay for most. It sets your fill cost, caps your retail price, decides how cleanly you clear customs, and changes how your product reads next to the competition on a shelf. Pick wrong and you’ve either spent too much on hardware or capped your margin before the first sale. It’s worth ten minutes of thought up front.
So here’s each capacity across the full range — from 0.5ml concentrate carts up to 3.2ml pods — and the actual business reason you’d pick each one.
The Business Logic Behind Each Capacity Tier
0.5ml — Premium Pricing, Lower Fill Cost, Shorter Production Cycle
A 0.5ml pod holds half the oil of a 1ml. You can usually charge 60–70% of the 1ml price for it, but it only costs you half to fill. The math works in your favour — higher margin per unit — as long as your channel supports a premium, small-format product.
Who actually orders 0.5ml: premium CBD brands in Germany where the price point holds, concentrate brands where the oil is expensive enough that a smaller fill lowers the buyer’s risk, and brands running a trial-size SKU next to a bigger flagship.
In the QQ Vape range, 0.5ml is the primary capacity for the duck-bill concentrate cartridges (R11–R13) and is also available in the 510 thread range (SKU KB, SKU 2102).
1.0ml — The European Standard for CBD and HHC
If there’s a default volume for CBD vape products in Europe now, it’s 1.0ml. It sits well under the TPD 2ml line (CBD doesn’t technically fall under TPD, but plenty of customs officers still treat 2ml as the benchmark, so staying under it saves you arguments). It fills cleanly on most semi-auto equipment. And the retail price it produces works across Germany, the Netherlands, Poland and the UK. When someone asks me where to start, this is usually the answer.

2.0ml — The E-Liquid Standard and the TPD Ceiling
2.0ml is the TPD ceiling for anything with nicotine in it. For CBD or HHC it carries no legal weight — but it’s become the standard format anyway for refillable pods and RELX-compatible products aimed at e-liquid brands. Habit, mostly, but a useful one.
In the RELX-compatible range, R04–R06 (2.0ml, ceramic) covers mainstream CBD and botanical oil. R01–R03 (1.8ml, mesh) is the one for nicotine salt e-liquid brands.
2.5ml–3.2ml — Extended-Volume for Specific Markets
Bigger pods only make sense in two situations:
- Markets without TPD volume restrictions — Southeast Asia (Thailand, Malaysia), the Middle East (UAE, Saudi Arabia), and parts of Eastern Europe where nicotine vape products are distributed without the EU 2ml ceiling. A 3.2ml pod on the same device gives the consumer significantly more puffs per unit and supports a higher retail price point.
- Brands competing on value — “More for your money” positioning works in price-sensitive markets. The hardware cost increase for 3.2ml vs 2.0ml is typically $0.04–0.08/pc, but the perceived value increase to the consumer is proportional to volume. Works well in markets where disposable vape pens are the primary competing product.
For these, R07–R10 covers 2.5ml to 3.2ml. If you need to go bigger, the OXVA range runs up to 4ml.
The TPD Capacity Question: What Actually Applies to Empty Pods?
Quick version: TPD Article 20 is about nicotine. An empty pod is hardware — no fill, no nicotine, no 2ml limit, no notification. Fill it with CBD (still no nicotine) and the same logic holds in most of the EU.
That said, some EU customs offices run informal volume checks on vape hardware as a rough compliance filter. Staying at 2ml or under sidesteps the whole conversation. If it’s your first shipment into a new EU market, keep it at 1.0ml or 2.0ml — technically legal or not, you don’t want to be the test case.
